Mosoblgaz issued clarifications to the new rules for connecting to gas networks in the Moscow region. There is an answer to the main question, which concerns citizens in connection with the new gasification rules. Namely, is it really gasified now? a private house will cost only 50 000 rubles?
The correct answer is no, not true. For 50 000 rubles "Mosoblgaz" will only hold the pipe to the border of your site. New rules for connecting to gas networks. Effective March 1, 2014
The new rules of technology for connecting capital construction projects to gas distribution networks, set forth in Decree No. 1314 of the Government of the Russian Federation of December 30, 2013, entered into force on March 1, 2014.
Gasification under the new rules: three categories of consumers
As Mosoblgaz reports, all consumers are divided into three groups. The first group includes those subscribers whose gas consumption will not exceed 15 m3 per hour with projected working pressure in the attached gas pipeline to 0.3 MPa for legal entities and 5 m3 per hour for individuals.
The next group is those consumers whose gas consumption will not exceed 500 m3 per hour (these are small or medium-sized businesses, cottage villages or a medium-sized boiler house) with the projected working pressure in the attached gas pipeline up to 0.6 MPa.
And the third group - the gas consumption in which exceeds 500 m³ per hour with the design: the working pressure in the connected gas pipeline is more than 0,6 MPa, and the technical connection fee is calculated according to the individual project.
Distance from pipe to gasification facility

Gasification under the new rules: what is included in a fixed price of 50,000 rubles?
- Under the new technological rules, at the connection of Mosoblgaz creates conditions for gasification of the house - it brings the pipe from the distribution gas pipeline to the boundary of the land plot. Next, the owner of the land or real estate object decides how to carry gas through the territory of its site. How will the gas connection price for the second category of applicants be calculated?
As for the second category, standardized rates for connection to gas networks, which are set by the Committee for Prices and Tariffs of the Moscow Region, are also applied here. The mechanism of price formation is clearly understood here for the subscriber. The algorithm is clearly defined - a formula by which the subscriber can calculate the cost of connection independently (or with the help of specialists).
What are the terms for gasification under the new rules?

What documents are needed to apply for a technological connection to gas networks?
The list of documents for an individual who is carrying out the construction (reconstruction) of an individual housing construction object, with a planned maximum hourly gas consumption of not more than 5 cubic meters (this list for applying for a technological connection is intended for those applicants who have not yet received technical conditions):
1. Application for connection (technological connection) in accordance with the established form.
2. The applicant's documents:
- copy of the passport;
- a copy of the certificate of registration with the tax authority (if available).

4. Copies of the right to establish the documents for the building (if available).

The document was developed by the Federal Tariff Service of Russia in accordance with the requirements of the Urban Planning Code of the Russian Federation on the need to take into account the specifics of the legislation on gas supply when issuing technical conditions for connection to gas supply facilities and in pursuance of Federal Law No. 35-FZ of April 5, 2013 "On Amendments to the Federal Law "On gas supply in the Russian Federation" and in separate legislative acts ", which establishes the procedure for regulating payment for technological connection of gas-consuming equipment to ha oraspredelitelnym networks.
The resolution establishes the rules that determine the procedure for connecting (technological connection) to the gas distribution networks of the capital construction projects designed, constructed, reconstructed or constructed, but not connected to gas distribution networks.
The rules regulate the procedure for issuing technical conditions and directly connecting the capital construction projects under construction (constructed, reconstructed) to gas distribution networks. Essential conditions of the agreement on connection to gas distribution networks are determined. The requirements for the issuance of technical conditions for connection to gas distribution networks, the criteria for the availability (absence) of the technical feasibility of technological connection are established.
The document also amends the Basic Provisions for the Formation and State Regulation of Gas Prices and Tariffs for Transportation Services in the Territory of the Russian Federation (approved by Decree of the Government of the Russian Federation No. 1021 of December 29, 2000). These changes determine the procedure and principles for regulating the amount of fees, as well as the relationship of this process with the regulation of tariffs for gas transportation services through gas distribution networks.
How much will gas connection cost for private individuals and other categories of consumers?
The resolution identifies three groups of gas consumers with different approaches to regulating the size of the board:
- consumers with gas consuming equipment with a maximum hourly gas flow rate not exceeding 5 cu. m (taking into account the gas consumption of the applicant's gas-fired equipment previously connected at this point), for simple connections at a short distance - no more than 150 m in rural areas and no more than 100 m within the boundaries of urban settlements (this capacity is sufficient to operate gas-using equipment in the composition of the household stove and the boiler, providing accommodation in a private house of up to 280 square meters of a family of four people);
- consumers whose maximum capacity of gas consuming equipment is less than 500 cubic meters. m of gas per hour inclusive and (or) the design working pressure in the attached gas pipeline is less than 6 atmospheres inclusive, except when the fee is set according to an individual project;
- consumers whose maximum capacity of gas-consuming equipment is more than 500 cubic meters. m of gas per hour and (or) the design working pressure in the connected gas pipeline is more than 6 atmospheres, and also in cases where the size of the board is set according to an individual project (for complex project solutions, providing for water transitions, horizontally inclined drilling and other complex design solutions).
In accordance with the decision of the Government of the Russian Federation, the first group of consumers also includes subjects of small and medium-sized business intending to use gas for the purposes of entrepreneurial (commercial) activity with a maximum gas consumption of not more than 15 cubic meters. m per hour.
For the first group of gas consumers, the size of the fee is set within the limits of limits - from 20 thousand to 50 thousand rubles.
For the second group of gas consumers, it is envisaged to determine the size of the fee based on the established standardized tariff rates.
For the third group of gas consumers, the fee is set on the basis of an individual project for technological connection.
Until March 1, 2014, the Federal Tariff Service will have to develop firm prices with a price list of connections depending on the distance from the "pipe". Also there will be also standard price lists for gas capacities. Above their limit levels per hour, the connection can not cost.
What will be the final cost of gasification of a private house?
