Gost electrical energy compatibility of technical means

On January 1, 2013, a new energy quality standard was introduced - GOST R 54149 "Electric energy. Compatibility of technical means is electromagnetic. Norms of quality of electric energy in general-purpose power supply systems ". This standard comes in the stead of GOST 13109-97, which by now has become obsolete and does not correspond to modern conditions. The new GOST R 54149 is created with "taking into account the main regulations" from the European standard EN 50160 (note that the standard EN 50160 defines the main indicators of the quality of electric energy, their normative values, averaging times and the reporting period - Ed.). In addition to this document, the developers of GOST R 54149 took into account the experience of using another standard - IEC 61000-4-30: 2008, published by the International Electrotechnical Commission (IEC - Ed.). Today, IEC 61000-4-30 is one of the most authoritative normative documents  for manufacturers of measuring instruments all over the world. Orientation to international and regional world standards is a common practice for Russian standardization. In the document recently adopted by the Government "The Concept of the Development of the National Standardization System Russian Federation  for the period until 2020, "the level of harmonization of standards adopted from 2006 to 2010 (more than 3,000 documents, - Ed.) with international standards is estimated at 70%. With the introduction of GOST R 54149, the industry has a modern standard that does not contradict the requirements for the quality of electricity in most other countries.

In other words, GOST R 54149 toughens the responsibility of the network organization to the consumer for the reliability of its electricity supply. In addition, if the quality of incoming electricity does not meet the standard, deviate from the standard, then the regional regulator has the right to apply fines to branches. Such a measure will help to identify consumers who introduce interference and distortions into the power grid, since GOST R 54149 has streamlined not only the methodology for measuring the quality of electricity, but also contains fundamentally new parameters.


Thus, in particular, tables have been added for the classification of voltage dips (sudden voltage drops, - ed.), Voltage interruptions and overvoltages, as well as revised and introduced new categories of events - frequency deviation (deviation from the established norm, - Ed.); slow voltage changes; voltage fluctuations and flicker (definition from the standard: sensation of instability of visual perception, caused by a light source whose brightness or spectral composition varies with time, - Ed.); non-sinusoidal voltage (non-linear loads on the mains, - Ed.); asymmetry of stresses (asymmetry of loads on the network, - Ed.) in three-phase systems; voltage of signals transmitted by electrical networks. Separate consideration of random events, namely: voltage interruptions; dips of voltage and overvoltage; impulse voltages.

Since early 2013, the updated quality standard GOST R 54149 has come into force, which regulates the compatibility and features of the operation of technical equipment and equipment used for transmission and supply of electricity. This GOST was introduced in place of the obsolete GOST 13109-97, since the latter to date does not meet the requirements of modernity.

The new version is substantially revised and revised, it takes into account the main regulations of the European standard EN 50160. Also, the developers of the new defining document took into account other standards (for example, IEC 61000-4-30: 2008).

It should be noted that currently the majority of the world's leading manufacturers of measuring instruments are using IEC 61000-4-30: 2008. Thus, GOST R 54149 allows Russian regulatory documents to approach the requirements of world standards for electrical and power equipment.

The bodies of Russian standardization adopted the "Concept of the Development of the National System of Standardization of the Russian Federation until 2020", according to which the adopted in the period 2006-2010. Norms (about 3000 documents) correspond to international documents by 70%. Thanks to the innovative GOST, the region received a modern document that meets the requirements for the quality of electrical energy in the leading countries. Moreover, the results of monitoring can be used as results of periodic monitoring. That is, this measure allows to effectively identify consumers who have a negative impact on circuit  (they introduce interference, distortion, etc.). This became possible, since the new normative document regulates the control of previously unused network parameters, for example, frequency deviation from the established norm, flicker and oscillatory voltage, slow voltage changes, non-sinusoidality (load on a non-linear network), unbalance of voltages (unbalanced loads) in three-phase networks transmitted over the electricity networks of signals.

Also, random events such as impulse voltages, overvoltages, voltage dips, and voltage interruptions are determined. In the new GOST, interruptions and interharmonic stress components are defined in a new way, which are now estimated as follows: long ones - more than 3 minutes, short-term - up to 3 minutes. With regard to this part, it fully complies with the parameters of normative document EN 50160. Among the most important documents there is an accreditation card that records the employee's rights to work in safe conditions and regulates the degree of responsibility of the employer.
